Yes. Rebet is legal in Florida for anyone 18+. It runs under the sweepstakes model — the same legal framework that allows apps like Chumba and McLuck — which sits outside Florida's gambling laws.

Key takeaways

  • Rebet is legal in Florida (18+).
  • Sweepstakes model = not classified as gambling under Chapter 849.
  • Free 'Alternative Method of Entry' (AMOE) is what makes it legal.
  • No conflict with the Seminole compact or Hard Rock Bet.
  • Florida has no state income tax on winnings.
  • Federal 1099-MISC applies over $600 in annual redemptions.

Why the sweepstakes model is legal

Florida Statute Chapter 849 defines gambling as three things happening together: consideration (money in), chance (a random outcome), and prize (money out). Remove any one leg and it's not gambling.

Rebet uses a two-coin system. Rebet Coins are play-only. Sweeps Coins can be redeemed for cash — but you never buy Sweeps Coins directly. You get them free as bonuses on Rebet Coin purchases, as daily login rewards, or by mailing in a written request (the AMOE). Because a free path exists, there is no legally required "consideration" and the whole system falls outside Chapter 849.

What Florida users can and can't do

Can do

  • Sign up at 18+
  • Buy Rebet Coins with a debit card
  • Redeem Sweeps Coins for cash
  • Play head-to-head with other Florida users
  • Use it alongside Hard Rock Bet

Can't do

  • Bet with anyone under 18
  • Buy Sweeps Coins directly
  • Use it as a substitute for a sportsbook line
  • Sign up with a non-Florida address if you live in FL

Rebet vs Kalshi legality in Florida

Both are legal, for different reasons. Kalshi is a CFTC-designated contract market — federal preemption over state gambling law. Rebet is a sweepstakes operator — sits outside state gambling law by design. Neither requires a Florida gaming license, and neither is affected by the Seminole compact.
