Why the sweepstakes model is legal
Florida Statute Chapter 849 defines gambling as three things happening together: consideration (money in), chance (a random outcome), and prize (money out). Remove any one leg and it's not gambling.
Rebet uses a two-coin system. Rebet Coins are play-only. Sweeps Coins can be redeemed for cash — but you never buy Sweeps Coins directly.
